Fines and Notices -- A Time Line

Purpose: A time-line of events surrounding fines and notices that may be helpful to staff explaining the sequence of events to patrons. Also included is a list of Status Alerts and how to respond.

Overdue items

  • 1st day - User is delinquent
  • 7th day - First overdue notice is produced
  • 21st day - Second overdue notice is produced
  • 51st day - Search list is produced for staff to initiate barring
    Stacks are searched
    Prices are assigned
    User is billed for replacement and $5.00 fine
    User is barred
  • 81st day - Account is referred to the Bursar
Recalls
  • 1st day - User is notified that item is recalled
  • 8th day - item is overdue - fines begin accruing
  • 10th day - First overdue notice (3 days overdue)
  • 28st day - Second overdue notice (21 days overdue)
  • 35th day - Search list is produced for staff to initiate barring
    Stacks are searched
    Prices are assigned
    User is billed for replacement only; $20.00 recall fine will appear when item is returned
    User is barred
  • 70th day - Account is referred to the Bursar
Special items such as videos, CDs or periodicals follow the time-frame of regular overdues. Bills do not need to be created for these items when barring.

Fines

Regular fines do not accrue. Only the $1.00/day fines for recalls, reserves, special materials accrue. These show up on the User record as accruing fines (not bills) until the item is returned. When the item is returned a bill is created automatically (except for regular fines which we create as we bar people).

As soon as someone accrues and/or is billed for $10.00 they are BLOCKED.

Please note, recall fines for faculty are not working at this time.

Status alert at charge/discharge and how to respond

User is delinquent

    This message is meaningful only in conjunction with other messages:
    • User has overdues: renew the items if they are renewable. Items that cannot be renewed should be returned.
    • User is accruing fines: ignore this message
    • User has unpaid bills: ignore unless the user is also Blocked. No action is required if the total bill is less than $10.00
    • User is Blocked- This means the User has at least $10.00 in accrued fines and/or unpaid bills. Encourage return or renewal of items (if fines are accruing) or payment of bills. Over-ride the Block in order to charge items.
USER BARRED - This message appears in an error box and cannot be over-ridden. User must return or pay for items that have been billed for replacement. Look at display1 user or edit user to see if the person is also Bursared. Look at PayUser to see which items have been billed for replacement and are due the library. Inform the user. Only full-time staff may unbar users. If the user is BURSARED, see Bursar Referral Procedures.
